...Uh, no he doesn't. I can't quite tell, but it sounds more like 'stop firing' or 'stop fighting': Something to the effect of 'lie down on the ground'.
Now, whether that kind of response was justified depends what the last hour looked like: This happening at a traffic stop is dramatically different than at the end of a high-speed chase with shots fired and casualties (to name two extremes).

If anyone has some useful info, that'd be great.

This is the same footage of an e-marine who was pulled over here in the US and was completly complying with the officers orders. The officer told him to get up twice and when he did, he was murdered for it. Semper Fi! What goes around, comes around!
