You see when controlled explosions are carried out the universal warning to people around the site, is to raise a big pole in the air. It's a strategy devised by the government to enable deaf people to be 'kept in the loop' so to speak. Thus enabling them to avoid any schrapnel from the blast. (And of course, shinobis)
