i saw this video on youtube a while ago, they were testing an underwater mine to blow up a sunken ship, problem was they didnt know that the sunken ship was still full of explosives,the black stuff is the sea floor getting blown to peices. and no im not sure who and where it was blown up except it was a mititary of some kind.
