I don't know the story behind this, but usually bandages and maybe even CPR are good ways to handle a half-dead body. Not drawing your weapon on the poor bastard.

It was a persuit, and yes after the "poor bastard", as you want to call the fleeing felon, is taken down, you cover him at gun point for your own safety so he dont pull out a gun and shoot you first!!!
