Yeah it's a Metal Storm demonstrator, an Australian invention. The 'million rounds a minute' idea has been proposed as a way of shooting down missiles. Sort of like the current Phalanx CIWS that navies use to shoot down incoming missiles, but this can fire a lot faster and put a lot more metal into the sky.
