I don't have very good German, but from what I could make out, he was protesting because the council wouldn't allow him planning permission for an extension in which he wanted to build an heated swimming pool next to his house, so he was trying to connote both heat and water by setting himself on fire and going swimming - in rather a sarcastic way, I thought. Although, everything sounds sarcastic in German.
