The suspect is not restrained at the beginning of the video. The guy had his hands under his chest and he WAS resisting. After many warnings he did not give his hand or hands to the cops. THAT's why he got tasered. It is a standard procedure to make the suspect comply with the officers, if he is resisting, by using non-lethal force.
