Its is not illegal in vegas to controll dice as long as it hits the back wall its a legal throw but they do have the right to refuse service so you can't make it well known what your are doing

not sure, but it's possible that the video was faked since you never see him talking, you only hear the voice... so the voice track could have been dubbed after the dice rolls were all filmed.

The fake thought did cross my mind half way through the video, since it could just be a voice over after the fact, but he did through a legit two 6's because he showed the 6's face up and then threw 6's a second later. Also, he threw about four doubles during the whole video, so could that really just be chance? Well, maybe. But he did show good dice control when positioning them in his hand.
