Lower income neighborhoods encourage bad English, it's a part of kids asserting their identity and striving for a "cooler" social status. Really it's gravitating towards the the perceived "hip hop" culture already existing at the schools they enter. Simply products of their enviroment. If acting one way is considered "cool", most kids won't see above that or even care to when the best living conditions tell them adapt or be isolated.

When they grow up and find out most higher paying jobs in the market frown on such behaviour, they fast learn education isn't a laughing matter.
