Call me a conspiracist, but I think this is fake. They were both going at reasonable speeds and then someone sped up the film by 1.5x or 2x. Look at how the scooter starts, all quick and wobbly, like it's a Charlie Chaplin film or something.

It's obviously fake... the rapid zooming out is hard to notice, but it's especially obvious because of the rapid speed in which he is able to move the camera to follow the scooter... and then how fast (but yet not fluid) it zooms in... and how quickly it shakes from side to side at the end of the film.
