Portuguese doesn't sound like Spanish at all. It's Spain
I also doubt the police man not having any weapons. He just didn't feel it was needed for a drunk or drugged little guy. Police men don't take out their guns in Europe for no reason like in the US, where it seems mandatory.

The police man speaks with such a thick Spanish accent, it's not even funny. This is definitely Spanish and Spain.
Portuguese sounds so different to me. It's hard to think someone could confuse Spanish to Portuguese.

I think it was Brazil, or Portugal. Kinda sounded like Spanish, but I think it was portuguese.
