dk, the problem is theres a difference between being hit on at the grocery store by a girl who could possibly be 18 and actively pursuing young girls online. the entrapment that occurs in the situation you described with the grocery store is entirely different from the "entrapment" that occurs in the home of the decoy. these guys know the age of the girls they want to have sex with, so the investigators purposely pick a decoy (who is actually of age) who looks like she (or even he) could be around that age

These guys are not being arrested for what the MIGHT do, they are being arrested because it is illigal to have a sexual conversation with someone who identifies themselves as a minor.
