He had been ordered to submit time and time again but he refused to comply. He did not comply and was beaten into submission. If you watch closely, the police are trying to whack the knife out of his hand with their batons. They're not randomly beating him. The blows to the legs are standard even in the US with combative suspects, to keep them on the ground.

The guy is bleeding so much later on that he either cut himself, or one of the blows went astray and cut his scalp or something (head wounds bleed like a mofo).
