It is apparently American law. You don't have to help anyone in distress. Let them die or they will sue you. Basically the rule is if you are going to help do a good job, not a half ass job or you get sued. But the rule is different in other parts of the world I think there were a lot of people prosecuted in France after the princess Diana accident where no body did anything.
