A spotter is there to spot in case you get in trouble and can't lift the weight, not to lift it for you. hence the name "spotter". There's a reason the false grip is also called a suicide grip. It looks like he was never fully set in the first place - he kept shifting his grip around prior (racking, re-racking). Definitely not the spotter's fault if you decide to drop it on your face.
