What better way to make the governments police look incompetent and cruel than to have them blow up a female cat and her kittens?

If I am not mistaken, Turkey does have somewhat of a history of religious and political extremist violence. So to answer your question, in a place where the possibility that a random box on a sidewalk is in fact a bomb is very real and has been seen before, then no, you can't just put a box somewhere.
