I can't even begin to fathom what kind of Candyland world you exist in. They didn't want blood, they have a job to do. Let me ask you a question - you talk about preserving life at all costs.. what advice would you have given to the man with the gun had he used that weapon on someone else? I guess that depends on what country or state you live in. Here I have the right to carry a firearm and use deadly force when justified by law. More citizens should take self defense more seriously and not depend on other to come to their rescue - which is never there when you need it.

If you get shot in the head with a rubber bullet it might knock you out, but being shot with one does not knock you off your feet, leaving the ability to return fire. Since he had a real gun rubber bullets are the best option.
