I'm not calling this cop stupid, but the smart thing for a police officer to do in a highway stop like this is to approach the suspects vehicle from the passenger side.

In Texas its the law. Its a 200 dollar fine if you dont pull over to the left lane or if it is only a two lane road you have to slow down to 20 mph under the speed limit
