THis looks like work of Tamil Tigers in Sri Lanka. The Tamils are an oppressed people in that island nation. They are treated as second class citizens in their own country. The tension between the two main ethnic groups : Tamils and Singhalese goes back to thousands of year, but only escalated after Sri Lanka's independence from UK. The Singalhese took power and proclaimed that they are the true Sri Lankans. In the 1980's the Tamil TIgers were created to fight the oppresion and have a seperate Tamil homeland. Unlike other rebel groups, the Tigers are disciplined, well trained and organised fighters. Targets are usually politicians, army and police. They have their own Navy and even a mini-airforce. This conflict has drawn out to over 20 years now and cost many lives. It is a sad sad tale.
