I think he is angry beacuse he has to drive that tiny stupid looking car in his short pants all day long, so nobody takes officer something seriously and he gets really really frustrated about it and decides to go after a skinny 14 year old skater and teachs him a leason about what life really is about and other stuff.....Police officers, can´t killed them can´t live without them!
