If this is in Taiwan, chances are the dude driving the car is either a corrupt public offical, or a rich enough business owner that has no chance of being prosecuted for any type of crime. I've visited southern parts of Asia and seen that there are very little road laws and absolutely no right of way for pedestrians. This sadly, probably happens more than we'd like to think.
