Who the hell was holding the camera? I assumed it was a dash cam but the camera is clearly outside the patrol car. The camera ends up on the ground laying on its side. Just don't know who was holding it.

Judging by the yellow jacket and the shiny helmet I'm gonna take a wild assed guess and say he was a motorcycle officer... which would explain the "outside" camera that used to be on the windshield of the motorcycle

Thank you for pointing that out. I had a momentary lapse putting together the obvious. I didn't really pay attention to the helmet when I watched the vid.
