He is holding the knife to the electricity thief. Apparently, the real video was shot just after the suspect turned off the sun, and his neighbor got angry and pulled a knife. When they plugged the sun back in, they found him in a hostage situation looking quite shocked and hung loose.

What a complete cock-up. Not surprising though. The Police in Brazil Get virtually no money from the government for training etc. And they pay their cops about $100 per month. I wouldn't feel too confident in the police if i was in trouble over there. Even if they just arrest you for nothing, they can keep you locked up forever. Send you to Jail. The justice system is so corrupt that you will have your family sending cash for years to the judges who control that shit and they still could deny you ever sent it and keep your innocent ass inside til you croak. Nice beaches and chicks with cute asses. But that's where it stops.

First of all, those were two different hostages and the editing sucked ass. One hostage was fatter, had a red t-shirt and was balding. That was the one the cops fired several shots point-blank but didn't hit the side of a barn 
The cops probably wrestled his weapon away and beat him and his hostages up Madrid style
