I would guess that the car was still in drive, but the passenger was holding the brake, or something like that. When he got shot, he released the brake and the car started rolling.

Story : ASPD ( orlando florida ) The people were spanish by the way .
They are pulling out of a "hotel apartments" by me and im friends with some one on the night squad this happened a few months ago .
Remington inn / apartments its odd because its just this area that attracts bad people the rest of the area is fine .
Anyway they go to rob the place cops show up , follow them out of the parking lot take a left onto douglas and the driver wants out . The cop shooting is also a member on the swat team .
He was shot 6-8 times the guy survived , The best thing is the cop coming up running over the gun . The cop didnt shoot until the driver was clear from the car and the gun came up again .
Odd part is in this redone video it makes no sense , the gun shot sounds.
