I've become extremely biased in my take on beach security on a rather insignificant encounter, but still that backs your point nonetheless. There's a small rock pile on a short-sands beach (time to walk from one rock wall to the other: 14 minutes), and at low tide, people climb up onto the rocks and dig up crabs and sea urchins. The "big kids" went way out, like where if you stepped off the rocks, the water would be 6 feet deep, and they caught the bigger crabs, bigger than most people's palms. As low tide ended, a lifeguard came over to us while the water (away from the rocks) was only 2 feet deep, and told us to get away from the rocks before the water comes in.

Since then, we found a different (long-sands) beach with a variety of rocks stuck in the sand not quite mid-way and have found much bigger crabs, as well as sea urchins, starfish, tons of eels, and in August, tons of lobst
ers, all within a foot deep or less of water around low tide.
