I live in CT I don't know shit about Hartford but four people called 911 in 60sec. most there didnt help because they did not know what to do the dude that got hit he was old as fuck and is paralyzed from the neck down, the two cars were chasing each other and the second one just fucked up. Firstly, this video cuts off right before the police gets there. The police got there within LITERALLY, a minute. Heres the full version a few seconds longer.
What that video doesn't show is that there were 4 911 calls made within that same minute as well.
