There must be a prize in America that goes to the first person to shout "MEDIC" when someone takes a knock in a public place. Everywhere else in the world, people just run over and help the person but in America, shouting MEDIC a few times and then walking away is sufficient.

Duh! That's because most people are generally untrained, and so when people make their personal efforts to help the person or pull them out of wherever or try to get someone to lay down, they typically end up worsening the injury. That's why medics regularly tell people to let professionals do the work. They generally have years of training, they have actual experience with dealing with severe injuries and know what to do or not to do, and so they do the diagnosis better than untrained people. So, yes, it is sufficient to call for a medic or 911 and let them take it from there.
