I build PHP based sited (like NT) and unless you have permissions to add/inject/use certain code the board would not allow it So im guessing AGAIN that when the site moved servers there was a problem and not all of the phpmyadmin database was added from mysql. (its only a guess) but i'd almost bet on it.
