I once did something similar with a sanitary towel, some red paint and oil, and a length of kite line to make it move as people tried to step around it.
It was great fun watching people look in disgust, then jump, as it moved.

I remember a girl waaaaay back in high school who was startled by a dog that ran up and barked at her very viciously, even though the dog was behind a fence, she reacted and ran out in traffic and was hit by a car and is cripple to this day. That the first thing I notice was the sidewalk not that big and he could've easily scared someone out of their wits into traffic. I'm quite sure some would've loved to see that as long as it's not them.
