I'm pretty sure it was some kind of dare or initiation. There's another guy hanging off of the car in front of him. From watching a lot of vids on this site, I've concluded that Russia is a pretty fucked up place. You would think that they'd be the smartest people in the world because of the natural selection rate of the dumb people there.
