Vehicle fires are nasty; lots of heat and lots of thick, acrid smoke. Not as easy to walk up to and help as you would think. Not to mention the possibility of explosion. Would you risk your life for somebody you didn't know? Would they do the same for you?

We have two issues here.
Of course most individuals would try to save any other life if they could, its human instinct after all...But sometimes the situation is out of our control and in times like this when the time factor is essential, precious moments are lost, while we try to decide the best course of action. Vehicle fires are fast and unless we have experience in these events, most of us would be clueless as to how to help, even if we were desperate to do so.
Humans are also in there nature, curious. Again, Our natural instinct is to watch this footage, even if it horrifies and sickens us. In a strange way, Its part of our evolutionary process. To watch and to learn.
All that said...It was a horrific clip.

About your first point; I agree. But I've noticed that there are two types of people. The first type sees an incident happen and they spring into action. The second type, for whatever reason, is paralyzed or at best says "won't somebody do something?" From what I've seen, most people fall into the second group. Personally, I'm in the first group. I still get the "shock" of everything that happens in a life threatening situation, but it happens after it's all over.

And point two; has many explanations. Alfred Hitchcock once said "People like to be scared when they feel safe." It's one thing for us to see this shit from behind a computer screen. From here we can problem solve and say in hindsight what everybody should have done. It's another thing altogether to actually be living something like this in real time.

Just to clarify some things, 3 guys and 1 girl have been identified. 1 body still requires DNA comparison. The driver died in the hospital. From what I heard in the video: cameraguy told the driver of his car that he wanted to go and see whats happening and asked that his door be unlocked. After reaching the place he was in shock especially when the fire escalated. He called for help but was not sure how to himself. He was not sure if anyone was alive and if they could pull the people out. Then they heard the horn and screams and that is when someone broke the glass. At that time the fire got even bigger and noone would approach. They all yelled to the driver to climb out. He did and they asked him the names of his friends. They also asked him who was driving to which he said "i dont know, some other guy who i dont know". It is clear that it was his fault and he was scared of the consequences. All the bystanders were commenting how lucky the guy who climbed out was - a little too early regrettably. The camera guy was really in shock not believing what he just saw and kept commenting that people burned alive right in front of thim.
The point is in Russia people not only drink and drive, they also dont like wearing seatbelts and often speed like crazy. Cops can be bribed in a lot of places and fines are insignificant. This macho attitude towards driving and road safety often leads to this.

Did anyone even attempt to help them whilst the fire was fairly small? No. Did the help the guy crawling from the flames? A bit! And how long did it take the fire crews and paramedics to turn up? At least 6 minutes after the car crashed, conveniently too late.

The accident happened in the city of Perm near the Ural mountains on May 10. A Ssang-Young Rexton off-roader with five people ran off the road and hit a street lamp with its side at high speed. The car was nearly cut in half and caught fire, burning out in a matter of minutes.
Four passengers died on the spot while the driver managed to get out, dodging almost certain death. He is now being treated in the hospital as half of his body was badly burned.
On Thursday night, footage of the incident made by an eyewitness was uploaded to YouTube and some other video-sharing websites, and quickly sparked controversy in the Russian Internet community.

Some people were shocked by the fact that the author used his mobile phone to take the video, rather than to call an ambulance and a fire crew. According to media reports, it was residents of nearby houses who called for help from the rescue services. Neither did the guy, other gawkers, or drivers of the cars passing by, did much to find a fire extinguisher to help the people inside the car.
“It’s a new thing. A terrifying and modern one. We, the journalists, have a hand in it. Now the people don’t think about saving lives. They think about a few minutes of hot amateur video, which TV stations are eager to take, or "it becomes an instant hit on the internet,” one blogger said, commenting on the controversial footage.
“I hate the way the camera man makes a show out of it. ‘Have you seen the man who was burned alive there?’ he says. They could have saved him, too, if they wanted to,” says another one.
Others are not so eager to point fingers at the author of the video. It clearly shows that both he and his friends wanted to help, but didn’t know how to do it. The man with the phone is heard saying: “How can we get the man out? Let’s think of something, let’s get him out.” But the car was badly damaged with doors jammed closed and it was already on fire.
After a minute of frantic argument, one of the friends jumped on the hood and kicked the windshield out. The compartment was already burning, but the man managed to escape, as the people were crying in panic urging him to get out.
“The guys who saved the driver are good men,” said a person commenting on the video.
Whether the footage evidences people’s indifference to strangers, inability to distinguish real life from action blockbusters, or simply a failure of common folk to cope with shock and act in a dangerous situation remains in question
