Out of Control SUV Versus Unexpecting Officer
The other logical explanation is that most people are extremely stupid. Almost everybody who drives by an accident or some policething will hit the breaks immediately to see what's going on not thinking about traffic coming up from behind like this SUV. SUV slams policecar and the stupid guy who stepped on the breaks continues his journey to go to his stupid wife to tell her he saw a real policecar on the highway that had stopped a truck.
