this is called "supercooling" a liquid.
what happens, is as the water molecules cool down, they slow down and lose kinetic energy. and as we all know (or should know) when water freezes it expands due to the molecular lattice structure of the ice crystals taking up more space when organized than when in disarray. so for the molecules to do so they need to have enough kinetic energy (motion) to snap into place as an ice crystal.
when you rapidly cool a water-based liquid without disturbance (of any kind) the molecules will slow down to a point where they don't have enough energy to snap into the uniform structure of ice. therefore, it could be well below freezing temp while still liquid.
however, once you add energy to it (like moving it) the kinetic energy is transferred from the outside force (you) to the water molecules causing a chain reaction within.
and the "hot ice" works on the same principal, only with a substance that has a higher melting/freezing point.
