Did anyone notice that the "victim" walked over to the other guy and touched or said something to him first? Seems like he was trying to provoke him on purpose, because he just had cameras installed, and he wanted to catch the guy doing something violent. He got his wish. But if he provoked him, then he's partly to blame, too.
